District 84 Election: Texas Two-Step?

You might call it a new version of the Texas two-step.  Voters in district 84 face a two-step process to elect a replacement for Carl Isett.  

The ballot lists two candidates, John Frullo and Carol Morgan,  for a special election in which the winner will serve the few weeks remaining of Carl Isett’s term.  Further down the ballot, the same two candidates are listed in the race for a two-year term, and as election administrator Dorothy Kennedy  confirms, it’s theoretically possible that the winner of the special election will serve just a few weeks, in the unlikely event voters split their votes.

“Whoever wins …the special election will serve only until December 31^st.. only about six weeks, because the commissioners won’t canvas the election until November 10^th, and then the governor has to canvas the… election.,” Kennedy told KFYO.

Has Kennedy considered promoting this double election with the slogan “Vote Early, Vote Often?”
