City of Lubbock’s Director of Purchasing and Contract Management Retires

The City of Lubbock’s director of purchasing and contract management has retired.

Victor Kilman, who has over thirty years of experience in local government and private enterprise management has retired, effective today.

Kilman also serves on the Texas Council on Purchasing from People with Disabilities, for a term that expires in 2015.
